I had to download JDK 7 for Mac OS X from oracles website to get. Removing the tick from DEP in the EMET GUI returned the Java control panel. I had JRE 7 but it was displaying as 1.6 when I used java -version from the command line. I supposed all my troubles were on server side, so I changed java policies in all ways all day long, my brain is out of order now.
